- Decision No. 145/2004/QD-TTg dated August 13, 2004 by the Prime Minister of Vietnam regarding the strategies of social and economics development of the North region of Vietnam to the year 2020: assigning and allowing Hai Duong to build a warehousing and distribution centre for the North of Vietnam. HDL was appointed to build that distribution centre.
- Decree No. 54-NQ/TW dated September 14, 2005 by the Vietnamese Communist Party Central regarding the strategies of social and economics development of the Red River Delta to the year 2020: assigning and allowing Hai Duong to build a modern and full-size inland clearance depot. HDL was appointed to build that inland clearance depot (ICD).
- Notice No. 242/TB-VPCP dated September 5, 2008 by Office of the Government regarding the working visit of the Prime Minister Nguyen Tan Dzung with Hai Duong province leaders. The Prime Minister agreed with Hai Duong province s proposal regarding the set-up of a logistics centre for the North of Vietnam in Hai Duong. This logistics centre is to be developed from HDL s ICD.
- Decision No. 1728/QD-TCHQ dated October 1st, 2007 by the General Customs Department granting the license for the operation of the customs inspection at HDL s container yard. This license allows hundreds of import, export companies and factories to bring their import and export cargoes to HDL s container yard for customs inspection.
